In a long-overdue vote, the House passed a free-trade agreement with Peru over considerable Democratic opposition. It faces less resistance in the Senate, which will probably act before the end of the year. The Bush administration has also sent trade agreements with Colombia and Panama to Capitol Hill, but House Ways and Means Committee chairman Charles Rangel has said those deals will have to wait for now.
