Oct. 2--State employees reacted bitterly yesterday to Gov. Timothy M. Kaine's proposal to lay off 74 fellow workers, as part of a plan to cut expenses by $300 million.
"They are dedicated, hardworking human beings with bills to pay, mouths to feed and families to support," said William P. Elwood, executive director of the Virginia Governmental Employees Association. "We hope it is not a harbinger of things to come."
Local government officials were more positive.
"We're thankful the governor spared K-12," said Mike Edwards, a lobbyist for the Virginia Association of Counties.
