Aug. 31--California authorities are working to bring Democratic fundraising juggernaut Norman Hsu to justice on a 16-year-old criminal case, an official said yesterday, although some watchdog groups are wondering how he could elude the law for so long even as he raised nearly $500,000 for candidates in a series of high-profile events.

"It speaks to something about our society when the law enforcement officials can't find a fugitive, but a campaign fundraiser can," said Nick Nyhart of Public Campaign, a Washington group that lobbies for publicly financed elections.
