Democrats are demanding that a special prosecutor be appointed to investigate whether Gonzales lied about the National Security Agency's surveillance of suspected terrorists in testimony before the Senate. That surveillance had gone on in secret during much of Bush's first term. Its scope was controversial within the administration, and following internal protests Bush narrowed it.
