I note with sorrow the passing of one of my distinguished predecessors, Dean Rusk. As Secretary of State under Presidents Kennedy and Johnson, Dean Rusk brought integrity, dignity, and a keen sense of history to the Department of State and to the nation. Above all, he brought strength and steadfastness to his stewardship of American diplomacy at a time of extraordinary challenge for the United States.
