Jul. 26--WASHINGTON -- The healthcare system that treats soldiers wounded in Iraq and Afghanistan needs rapid, "fundamental changes," including better diagnosis and treatment of brain injuries and post-traumatic stress, a presidential commission told President Bush on Wednesday.
The commission -- co-chaired by University of Miami President Donna Shalala and former Sen. Bob Dole -- issued its report as a unanimous Senate passed legislation that tackles some of the same topics, including boosting spending on the two injuries the commission called "common conditions of the current conflicts."
