Jul. 16--After a parade of C's, D's and even an F, Apopka Elementary School got its first A this year on Florida's school report card.

Nearby Apopka High School also faced years of mediocrity, with a single B interrupting a string of C's. This year, it dropped to a D.

The two schools, separated by just a mile, symbolize the chasm between the success of elementary schools and the failure of high schools when it comes to the annual report cards.

This year, 63 percent of Florida's elementary schools earned A's, compared with 14 percent of its high schools. The bulk of the high schools got C's, with 33 percent getting D's or F's.

Nine years into Florida's school-grading experiment, high schools seem unable to make any real improvements. This year was their worst showing since 2002 and undid the modest gains of a year ago.
