Jul. 16--FARMINGTON -- At the Vart Hem Coffee Cafe, Savella Walston is still dishing out the chai latte frappes and spinach-craisin-chicken-salad sandwiches this summer. But only to a fraction as many customers as usual.
The gremlin eating up her bottom line is a city and county road project slicing across downtown Farmington, running the length of Elm Street/Dakota County 50 from Division Street to Minnesota 3.
The $3.2 million street reconstruction spans seven-tenths of a mile, a blip on county maps. But for shop owners at what should be one of the busiest times of summer, the project is a small nightmare.
