VCU has authority to tear down stables.

Jun. 28--Virginia Commonwealth University has the authority to approve the disputed demolition of two 19th-century stables in the Oregon Hill Historic District, according to the state's director of General Services, who once thought he had that authority.

The revelation came in recent e-mails to VCU and to an Oregon Hill representative from Richard F. Sliwoski, general services director.

The stables have been the focus of a bitter controversy over a proposed West Cary Street recreation complex, which Oregon Hill residents oppose.
