Work at Roswell Park Cancer Institute's massive renovation and construction project is proceeding after a court found that a nonstrike, union wage agreement there does not violate state competitive bidding laws.

The ruling is a victory for organized labor, and holds nonunion construction firms to union wages at the Roswell site.

"I had trouble keeping my composure, I was so happy," said Daniel Boody, president of the Buffalo Building Trades Council, an umbrella group of the area's 14 construction unions.

The state Supreme Court-Appellate Division ruled Dec. 22 that bid specifications can subject nonunion contractors to the terms of a Project Labor Agreement …
