The Democrats are still hard at work trying to lose the Iraq War. The House passed a supplemental that would have split war funding into two parts, with the second chunk contingent on a vote in July. So al-Qaeda would have had an incentive to step up its attacks before the next vote, and money for important repairs and procurement would have been delayed. The two-part approach was, fortunately, dead on arrival in the Senate; but Democrats there, unfortunately, are insisting that funding come with benchmarks for Iraqi political progress and consequences if these benchmarks are not met.
