The first-round results of the French presidential election have, as expected, set up a runoff between Nicolas Sarkozy of the Right and Segolene Royal of the Left. Sarkozy would give France more economic freedom and a more Atlanticist foreign policy. Royal advocates a kinder, gentler version of reform that is really a coded defense of the French "social model." Economic reform alone is not, however, enough to win electoral victories for conservative parties.
