Apr. 19--As Union's commissioners work toward approving a budget, they will have to make important decisions on how to manage and expand the county's strained water and sewer systems. Those choices will affect where the county gets its water and how it distributes sewer service, which is limited and could be used to guide or slow the county's growth.
