Apr. 4--A Madera businessman with a pending federal civil rights lawsuit against Madera County won a contract Tuesday to provide security for the county's downtown government complex. Issa Zacharia -- who also faces state weapons charges -- was the low bidder among four security firms seeking the three-year Madera County contract. His company, Zak's Security, already has a contract to provide entry monitoring for the Madera County courts in what until December was the Madera County Government Center. Zacharia sued the county after Madera police and state agents in June raided his store on West Howard Road, where he sells cell phones…
