Apr. 4--A Madera businessman with a pending federal civil rights lawsuit against Madera County won a contract Tuesday to provide security for the county's downtown government complex. Issa Zacharia -- who also faces state weapons charges -- was the low bidder among four security firms seeking the three-year Madera County contract. His company, Zak's Security, already has a contract to provide entry monitoring for the Madera County courts in what until December was the Madera County Government Center.
