Mar. 29--In Delaware County's Chester Upland School District, the Rendell administration has come down against allowing charter schools to grow because the district needs the money for its regular schools.

Charters enroll 38 percent of all students in the troubled district and half of all students in kindergarten through eighth grade.

Tonight, a new three-member board appointed by Gov. Rendell's education secretary is to vote on a resolution to cap the number of charter students at 2,573 and cancel all district commitments to let charters expand. Currently, 2,566 students attend three charter schools; the district's non-charter enrollment is 4,253.
