Mar. 21--It may be too early to talk about building a new library.

But it's not too early to talk about paying for one. Grand Forks should consider establishing an endowment, a foundation and/or an ongoing capital campaign for its library. The nearly 35-year-old building may last another 10, 20 or more years, but it'll need extensive renovating much sooner than that and complete replacement eventually.

An ongoing capital campaign could help raise money for both of those things. Furthermore, the public might be more inclined to support the library, both through taxes and donations, if it sees and regularly hears about a dynamic and growing …
