Mar. 20--Osceola voters who wanted a fair shot at choosing their county commissioners get their chance today, thanks to a judge's insistence that their old election system diluted Hispanics' votes. Today's primary election is the first with Osceola's new and improved single-member districts. Some voters in Orange, too, will vote in a special primary to replace Rep. John Quinones, who resigned to run for one of the Osceola commission seats. Voter turnout in special elections is usually light.
