Mar. 16--A 28-year-old Charlotte-Mecklenburg school administrator was poised to become North Carolina's youngest legislator Thursday night after easily winning the seat of disgraced former N.C. House Speaker Jim Black. Tricia Cotham won 23 of 32 votes from Democratic Party officials in Black's House District 100. She outpolled rivals Darrell Bonapart, Jack Flynn and Lloyd Scher, a former Mecklenburg County commissioner.

Gov. Mike Easley, a Democrat, is expected to formally appoint her later this month. "They want a new face for the Democratic Party," Cotham told reporters after the vote. "And they want somebody who will play fair. And…
