Mar. 16--A 28-year-old Charlotte-Mecklenburg school administrator was poised to become North Carolina's youngest legislator Thursday night after easily winning the seat of disgraced former N.C. House Speaker Jim Black. Tricia Cotham won 23 of 32 votes from Democratic Party officials in Black's House District 100. She outpolled rivals Darrell Bonapart, Jack Flynn and Lloyd Scher, a former Mecklenburg County commissioner.
