KUALA LUMPUR: The entry of foreign institutions of higher education into Malaysia will act as a catalyst for local institutions to improve.

Deputy Prime Minister Datuk Seri Najib Razak said yesterday this was because the foreign institutions could create an atmosphere of competitiveness which would see local institutions raising their quality.
