State unveils details of plan to introduce social security Could include a hefty wage subsidy FINANCE Minister Trevor Manuel has put flesh on the bones of the new social security scheme, revealing plans for a mandatory, earnings-related scheme focused on helping low-income earners prepare for their retirement.

The scheme was first mentioned by President Thabo Mbeki two weeks ago in his state of the nation address to Parliament.
