1. Irina Nagornykh and Musa Muradov article says the Federation Council has rejected the proposed new agreement on the division of powers between the Republic of Tatarstan and the federal centre. The author believes the Kremlin was behind the move, so other constituent entities of the Russian Federation including Chechnya should not expect special treatment from Moscow, pp 1, 3.
