The last week of winter (March 11-17) trends warmer than last year, especially in the West, but the bigger negative is going to be much wetter conditions in part to the weak El Nino. Spring 2006 showed one of the greatest changes in a decade toward both warmer and drier weather nationally, but this year cooler and wetter is going to be the main theme.
