Taipei, Feb. 6, 2007 (CENS)--In an unexpected move, President Chen Shui-bian announced exchange of positions between Chen Tan-sun, secretary general to the Presidential, and Chiu Yi-jen, secretary general of the National Security Council, as well as promotion of Hsu Hui-yeou, deputy director general of the National Security Bureau, to be the bureau's director general, succeeding Hsieh Shih-min, who will become strategy advisor to the President.
