Federal prosecutors in New York, in cooperation with the New York district attorney, have indicted the man who ran the U.N. oil-for-food program. Benon Sevan is charged with fraud and with having accepted $160,000 in bribes related to the program. Currently he is in Cyprus, his homeland, a country that does not extradite its own citizens. Perhaps Sevan is content to spend the rest of his life there. But if the Mediterranean island proves too small for this U.N. globetrotter, he might want to look into whether he can work out some sort of deal with prosecutors--after all, there is ...
