I think most of you know that Vice President Gore stopped over in Kiev yesterday and sought to begin to build a relationship with the new leaders of Ukraine and, at the end of that visit yesterday, announced that President Kuchma will be coming to the United States at the end of November to visit the President and all of us.

So it was an important step to once again show our determination to help Ukraine make the transition to a market economy as well as to carry out the full range of non-proliferation goals, which I'd like to bring you up to date on.
