President Kibaki's recent controversial appointments of officials to the Electoral Commission are final and will not be changed, Justice minister Martha Karua said yesterday.
The President was allowed by law to name commissioners without consulting any political party, she said.
"The President exercised his mandate with caution and care and the nominations are therefore final," the minister told a meeting of the country's leading lawyers.
Mass action
And at the same time, Ms Karua dismissed threats of mass action over minimum reforms, saying they will not resolve the impasse over Constitutional changes.
She told those clamouring for the review to convince MPs of the need to effect the minimum changes.
