BANGUED, ABRAAFTER HIS arrest and detention in Quezon City last month, Abra Gov. Vicente Valera arrived here Thursday night and was greeted by streamers either proclaiming his innocence or blaming him for the Dec. 16 assassination of Abra Rep. Luis Bersamin Jr.
The streamers showed that Bersamins murder had clearly divided the province.
