Jan. 26--DELAND -- The Volusia County school district hasn't decided whether to institute a cellular-phone policy, but it is working with a state auditor to make sure it complies with the law, the district's chief counsel said Thursday night. A state audit presented to the School Board along with responses on Thursday criticized the district for lax controls over cell phones, saying nobody knows how much is being spent, how many phones are issued or whether users are making personal calls. Since the report was released last month, the district has collected cell-phone numbers and the names of employees using them.
