Jan. 24--State Sen. Michael Bennett, R-Bradenton, wants to crack down on slow drivers in the fast lane, but his remedy falls short of the mark. The senator is obsessed with drivers who persist in going slow in expressway passing lanes. He has tried four times to legislate tougher penalties for the clueless folks who toddle along in the left lanes.

Once, when Mr. Bennett got the Legislature to approve such a measure, then-Gov. Jeb Bush had the good sense to veto it. Undeterred, the senator is having another go at his pet peeve. He proposes charging drivers who don't move out of the passing lane when approached from behind by a faster-moving…
