City turns to ministry to resolve budget woes.

Ritola said a letter was sent last week to the ministry, stating that the city was unlikely to be able to finance several programs worth a total Rp 1.1 trillion (US$121 million), appended by the City Council during a budget hearing between the administration and councilors
The budget was originally Rp 20.4 trillion, but the extra programs inflated it to Rp 21.5 trillion
