Viktor Mitrokhin, the assistant professor of the Yuzhno-Sakhalinsk institute for economics, law and IT, has been appointed head of the Russian Lawyer Association branch for Sakhalin Region, Alternative Sakhalin TV reported on 7 December. At the meeting with Sakhalin Region governor Ivan Malakhov, Mitrokhin said that he sees his task in uniting lawyers, law enforcement bodies and educational institutions of Sakhalin Region. Amendments to the fish export regulations for 2007 were discussed at a sitting attended by fishing operators and officials of state supervisory bodies and chaired by Sakhalin Region deputy governor Viktor Nagornyy on 4 December, Alternative Sakhalin TV reported. When applying for an export licence, a fisherman will have to submit documents that confirm that the fish has been caught legally to Federal Service for Veterinary and Plant Control (Rosselkhoznadzor), Valentina Dorogokuplya, the head of the Sakhalin Region veterinary directorate, said.
