Substance. You know it's going to be a friendly press conference when the first words out a cabinet secretary's mouth during a Q&A session are "Nice tie, by the way." That was how Homeland Security Secretary Michael Chertoff started his rollout of the Secure Freight plan. You can't just buy good press with cheap compliments about wardrobe. Still, we're charmed.

Tough Road. Overdrive, the owner-operator trucking magazine, rates Louisiana as having the worst highways in the nation. The citation pushed Pennsylvania out of the top spot, although it's not so much because Pennsylvania roads got better as many of Louisiana's highways were washed away by a hurricane in 2005. …
