Dec. 2--The once-torrid rise in Hampton Roads' home prices slowed during the July-through-September quarter but remained stronger than the slackening price appreciation in most parts of the country, a government agency reported. The region's housing prices rose slightly more than 2 percent from what they were last spring, while prices nationwide edged up only 0.86 percent, the Office of Federal Housing Enterprise Oversight said in its latest quarterly survey.
