Nov. 29--Democrats claimed control of the state House of Representatives yesterday for the first time in 12 years, apparently winning a seat in Republican-dominated Chester County by a mere 23 votes three weeks after Election Day. After slightly more than an hour of counting ballots and days of preliminary legal wrangling, Democrat Barbara McIlvaine Smith edged out Republican Shannon Royer by 23 votes out of 23,242 votes cast in the 156th Legislative District. That would appear to give the Democrats a one-vote majority, 102-101. But Republicans say they aren't ready to give up power. The party could still demand a recount. "At this point, the election is not over yet. We are looking at options to see what's next," said Al Bowman, spokesman for the House Republican Campaign Committee.
