Nov. 27--Last Sunday marked the start of freshman week for 50 newly elected state representatives in Harrisburg, and Shannon Royer was right in the thick of things. He got an ID badge, lessons in the art of governing, and a noticeably slim stack of stationery -- in the event he becomes a short-termer. As things stand now, Royer, a Republican, is ahead of his Democratic opponent, Barbara McIlvaine Smith, by 19 votes in a closely watched contest for the 156th District seat. This week, when Chester County finally counts at least 270 absentee ballots that mistakenly were not scanned on Election Day, Royer could be out of a job. "It's like political purgatory," Royer said.
