Nov. 26--For years, CMS leaders had a mantra: Our elementary schools are in good shape. Middle schools have a few weak spots. High schools are a problem.
Tougher scoring on state math tests deflated that vision. Several urban schools fell to troubled status as students who had barely cleared the old bar fell short of the new one.
Billingsville Elementary became CMS's lowest-scoring school, with 39 percent of students on grade level in reading, math and writing.
