school INA, Nagano -- A part-time worker at the municipal board of education here was arrested on the weekend after she sent a bogus e-mail to an elementary school, pretending to be an ex-pupil and threatening to commit suicide, police said.

Manami Hirasawa, 42, is accused of obstruction of business. She admitted to the allegations during questioning, saying, "I did it because I was frustrated."

Akira Kitahara, superintendent of education at the Ina Municipal Government, apologized for the incident. "The suspect trampled down efforts being made by officials concerned to eliminate schoolyard bullying. We deeply apologize …
