Nov. 10--King County's $144.90 hourly fee for processing land-use and building-permit applications has survived a judge's scrutiny in a class-action lawsuit.

But Snohomish County Superior Court Judge James Allendoerfer said it is "patently unreasonable" to charge that much for the work of a financial-records clerk, a job that requires only a high-school diploma or a GED.

Allendoerfer on Monday ordered the county to adopt a sliding scale so permit applicants don't pay as much for a clerk's time as they do for a licensed engineer or a wetlands biologist.
