Nov. 8--Election returns emerged sluggishly early this morning from the Douglas County and Sarpy County Election Commissions, in part because of new rules mandated at the state level.

The Douglas County commission's Web site says the counting ended at 4:32 a.m. The Sarpy County commission's Web site said counting ended there at 3:39 a.m.

Douglas County Election Commissioner Dave Phipps said about 4:30 a.m. that a machine also had malfunctioned, delaying the count.

Phipps had expected the vote tallying would be completed about 2:30 a.m. today, but some 2,000 ballots had to be run through the machinery later because of…
