Statesman News Service SHIMLA/NEW DELHI, Oct. 30: Addressing a mammoth public rally in Dharamshala this morning, Congress president Sonia Gandhi set the tone for the party's state Assembly election campaign next winter. In a poll-oriented speech calculated to please large, crucial sections of Kangra's electorate including women, ex-serviceman and farmers, Mrs Gandhi sought to answer BJP's criticism of Congress governance in the state. The Congress-lead UPA government, Mrs Gandhi said, did not believe in discriminating against the non-Congress ruled states in the country, 'unlike the BJP.'
