Oct. 28--Gaston County authorities have touted a program to round up sex offenders on Halloween as a way to keep children safe. But the 60 offenders who will gather at the courthouse next Tuesday represent just 13 percent of the registered sex offenders in the county, according to an Observer analysis. Another 250 will not be monitored. That's because the registry includes anyone who has been convicted of a sex crime or released from prison after serving time for a sex crime. Offenders remain on the registry for 10 years. But the county's judicial district has authority only over those who are still on probation or parole, officials said.…
