Oct. 15--MAIDEN -- Seven-year-old Joshua Beard lives at the corner of South C Avenue and Boyd Street in a highly bike-ridable town.

There are lots of short side streets skirting inviting yards with cute little houses and friendly dogs. He has a cool Cobra Quest bike that he got Christmas before last and plenty of friends and family to visit in his hometown. With his light frame, he could fly around Maiden like Superman. The only problem -- and it's a big one -- is that a town ordinance forbids him from riding his bike on his neighborhood sidewalks, even in front of his own house. Beard happens to live in Maiden's downtown…
