PEACE talks have resumed in Juba although the atmosphere remains tense. The LRA delegation on Tuesday declared it was suspending participation in the Juba talks in protest over alleged UPDF deployment in southern Sudan while there were reports that rebels had left Owiny-Kibul where they have been assembling over the last few weeks.

Although the talks have resumed, the LRA delegation is insisting that they will not continue until the UPDF has withdrawn its troops from Owiny Kibul and halted any deployment in southern Sudan.

The LRA has also been complaining about an alleged secret letter written by the Ugandan …
