Following a Texas attorney general's ruling that integrated carriers are exempt from intrastate regulation, Federal Express has announced plans for a new hub at Fort Worth's Alliance Airport.

The hub, scheduled to open in mid-1997, will have capacity to sort 21,000 express packages and 30,500 documents an hour. That's about one-tenth the capacity of FedEx's mammoth hub in Memphis.

Federal Express announced plans for the new Fort Worth hub Dec. 16, two days after the state attorney general ruled the Texas Railroad Commission must stop regulating FedEx and other integrated carriers with operations in the Lone Star State.
