A year after Portland Police began towing away uninsured motorists, more drivers are signing up for auto insurance

MARIANNE MACINIA calls it "Black Monday," the eventful day last year when Portland Police began towing away the cars of uninsured motorists. Macinia, regional manager of the Western Insurance Information Service, says some drivers needed to vent their wrath. The Beaverton-based insurance trade group took over 200 complaints--including one death threat--in about two days, she says. Although some people erroneously believed the new law was a plot hatched by the insurance industry to sell more policies, Macinia says the trade group and its members were innocent bystanders. City officials and police in the North Precinct actually took the lead in promoting the idea, say sources involved with the law's creation.
