Sep. 21--As a second-grade teacher at Bellaire Elementary School in Hurst, Mary Vasquez sets goals for each of her 22 students. By now, they should be able to read 60 words a minute. By the end of this school year, that should climb to 90 words. The veteran teacher is preparing her students for third grade -- junior high, high school and college. "We work as a team to educate our students," Vasquez said while her students played during morning recess. "Every class is connected." That's one of the reasons teachers at Bellaire overwhelmingly rejected a state grant for $90,000 in salary bonuses linked to student achievement. The recent secret ballot vote was 44-2.
Bellaire's decision was rare. Of the 1,161 schools across Texas that qualified for the grants, only 57 did not accept. Eligibility is based on three factors: the percentage of economically disadvantaged students, the school's academic rating, and improvement in math and…
