Sep. 19--DAYTONA BEACH -- Volusia County public-school teachers Monday night rejected the school district's latest offer of a 7.5 percent annual raise and voted to ask again for more. In a voice vote at a meeting of the Volusia Teachers Organization, the local union, members told their leadership to negotiate an 8.5 percent increase. If the district does not agree, union members said, negotiations would be at an impasse, and it is probable that teachers would "work to rule," or put in only the minimum hours of work required by their old contract.
