Sep. 18--The convoluted way local governments here deal with growth and its effect on schools is one of many challenges this community faces. But at least there's a bit of good news: Charlotte-Mecklenburg's school system and city and county governments are collaborating better than most other places in the state. David Salvesen of UNC Chapel Hill's Center for Urban and Regional Studies offered that assessment last week at a symposium here on school design and construction.

Here's the bizarre way it works -- and this is tricky, so stay with us: In North Carolina the state pays most of the cost of running school systems, though it doesn't build schools. County…
