Sep. 3--DELAND -- As if it weren't hard enough to attract voters to the polls for a primary election, this year's balloting falls right after Labor Day and days after the threat of a tropical storm shut down county offices. City officials even cleared roadways of political signs, fearing they could get tossed around by strong winds and cause damage. But Elections Supervisor Ann McFall predicts two high-profile County Council races in west Volusia will help counter the potential dip in turnout -- at least on that side of the county. On Tuesday, embattled District 5 incumbent Bill Long will try to keep his seat for a third council term in a competition against two veteran politicians from Deltona, Pat Northey and John Masiarczyk. Meanwhile, recent headlines have chronicled controversies of District 1 front-runners Maureen France and Charles Paiva, political rivals who once served together on the DeLand City Commission.…
