WASHINGTON -- The U.S. SENATE rejected a bill that would have increased the federal minimum wage by 41 percent over three years and extended cuts in the federal estate, or "death," tax. The bill also would have allowed employers in California and the other six states that don't permit the crediting of tips toward the minimum wage to pay a subminimum scale to tip earners.
